Eircode adoption in the public sector

Eircode recently provided an update on the current roll-out status in the public sector.  As you can see from the table below, tremendous progress has been made since launch across a wide range of departments.

Organisation Update position

Health Service Executive

The database encoded in the HSE is that of the Primary Care Reimbursement Service. This database is used for the issue and management of Medical Cards and the Drugs Refund Scheme. This is the most comprehensive customer database.

The HSE decided to implement a pilot, whereby they included the Eircodes on 10,000 customer letters. This pilot was entirely successful. The HSE is now in the final stages of planning the switch on for the entire database, and all correspondence will include Eircodes (where an Eircode has been matched to that record). This system issues more than a million items of correspondence per annum.

Department of Foreign Affairs

The passport card online application form was introduced in October 2015 and all passport card online application forms request Eircode.
Registered passport card online applications with Eircode details total of 60.78% of total passport card online applications registered.

Department of Transport, Tourism & Sport

Motor Tax went live in 18th January

 

Department of Ag, Fisheries & Marine

The DAFM online customer system was re-designed to allow customers to add their Eircodes.

Companies Registration Office

Eircodes are listed on all new forms including Registration of a new company, annual returns of new company and any changes eg change of address, change of director.

Sustainable Energy Authority of Ireland

SEAI added the Eircode to the address for Building Energy Rating Certificates (BER) and Advisory Reports.Approximately 60% of the 600,000 domestic BERs (homes and apartments) and 36,000 non-residential BERs published have an Eircode.

The Eircode is expected to deliver considerable benefits to statistical analysis of BERs published and encouraging energy upgrades.

Revenue Commissioners

An Eircode is sought from those registered for the first time on the MyAccount registration screen, An Eircode can also be updated on the MyAccount profile screen by those who already registered.

In 2015 an additional 12 forms include the eircode and by end of Q1 2016 they expect to have 15 forms updated. These forms represent the most popular annual forms that are completed by PAYE and self-assessed individuals and include annual tax returns, claim forms for DIRT and other withholding taxes refunds as well as exemption from DIRT claim forms.

By December 2015, over one million pieces of correspondence issued from the Revenue Commissioners contained an Eircode.

Local Government Management Agency

A new version of Register of Electors has been rolled out to the 31 local authorities. This version incorporates the ability to add in Eircodes against a dwelling and by association to the elector. Eircodes are also included in Reports and Books.

Department of Social Protection

There are 133 separate items (piece of correspondence) amounting to approximately 400,000 per month. Over 877,000 Eircode enabled items of correspondence have issued. In addition to this, there are manual items of correspondence that will also include an Eircode once it is assigned to the address database.

Almost all of the paper forms provide a space where the customer can enter an Eircode. The normal business change of the Department will amend every form as it is due for renewal to include this space for an Eircode.

Department of Education & Skills

Special Needs and Tuition Grant claim forms now seek an eircode estimated at 20,000 per annum.

 

Private Residential Tenancy Board

Paper forms have been updated to include eircodes and the PRTB online system is now available to receive eircodes.

 

National Treasury Management Agency

Application forms, brochures and website are now updated to include eircodes.

 

 

 

Central Statistics Office

All 2016 Census forms will include an Eircode for each address that will be delivered to each household in 2016.
